      In May 2020, USCIS requested emergency funding of $1.2 billion from Congress as a result of what the agency said was a projected budget shortfall from a drop in applications and corresponding filing fees that was expected to last through FY2020. On Saturday, August 22, 2020, the House of Representatives passed H.R. 8089, the Emergency Stopgap USCIS Stabilization Act, in an attempt to forestall the impending U.S. Citizenship & Immigration Services (USCIS) furlough of about 13,400 employees that is slated for August 30, 2020. The bill will now go before the Senate, where its sponsor and co-sponsors hope for a quick passage soon.

RETAINER AGREEMENT ACKNOWLEDGMENT
The undersigned has read the Office of the City Attorney’s Policy and Procedure for Retaining Outside Counsel and the Policy Regarding Fees for Legal Services by Outside Counsel, which are made a part hereof by reference, and on behalf of herself and the law firm of Nilan, Johnson, Lewis, P.A., in consideration of its appointment by the City Council, agrees to comply with the paragraphs V and VIII of the Policy and Procedure for Retaining Outside Legal Counsel and the Policy Regarding Fees for Legal Services by Outside Counsel for the purpose of providing the City of Saint Paul with legal advice and counsel on personnel matters and preventing an impermissible conflict of interest on the part of the City Attorney.
